Yerevan City Hall Again Denies Opposition’s Request for Rally in Freedom Square

Yerevan City Hall today announced its decision regarding the Sept. 27 notice submitted by the Pan-Armenian National Movement party executive secretary V. Hayotsyan in connection with the Armenian National Congress (HAK).

The notice stated that HAK intended to hold rally in Freedom (Liberty) Square on Oct. 15 from 6–10 pm, as well as a march along the route Freedom Square – Mashtots Blvd. – Amiryan St. – Republic Square – Nalbandyan St. – Tumanyan St. – Freedom Square. 

The written response by Yerevan City Hall representative G. Melkumyan states the following:

“On June 10, 2010, an agreement was signed between Yerevan Kentron [Center] District Administrative Manager Aram Torosyan and Anahit Movsisyan, according to which carousels [Editor’s note: not actual carousels, but a bouncy castle and the like] and attractions in order to ensure children’s recreation and entertainment have been organized in Freedom Square. In fulfilling the mentioned contract, numerous carousels [bouncy castles] and attractions have been installed in the square, which ensure the implementation of the functions outlined in the contract: organizing entertainment and recreation for children. The functions set forth in the contract are implemented mainly after business hours, [after] 6 pm, and can impede other events.

“Based on the aforementioned and guided by the requirements of Point 2 of Section 1 of Article 13 the RA Law on Conducting Meetings, Assemblies, Rallies and Demonstrations, a mass public event is prohibited provided that some other mass event or other event that precludes convention of the event takes place on the mentioned date, time and location.”

In a letter to Pan-Armenian National Movement party executive secretary V. Hayotsyan, Yerevan City Hall advised him to hold the group’s Oct. 15 rally near the Matenadaran (Mashtots Institute of Ancient Manuscripts).
