International Community has to be More ‘Creative’ When it Comes to Karabakh: Analyst

Hope is a flame that quickly extinguishes when it comes to Karabakh, said European Policy Center analyst Amanda Paul in an interview with Baku-based 1news.az. The fact that leaders of Armenia and Azerbaijan failed to meet in Astana, in her opinion, has great symbolic significance. 

Paul believes that the risk of a complete failure in the negotiating process today is very high. She doesn’t believe that “Nagorno-Karabakh will become an independent state.”

“There are many models that would allow Karabakh to remain a part of Azerbaijan, but at the same time securing a certain degree of independent existence for those who live in the area. The international community has to be more creative and useful in this regard,” she said.

In Paul’s opinion, the talks on Karabakh today are led by Russia. “Such policy can’t exactly be called wise, since Moscow has to maintain proper balance with other powers.”
