Justice Ministry Explains Why Requests of Prisoners Asking for Parole are Denied

Artur Baghdasaryan, Karen Paytyan, and Armen Kirakosyan, prisoners in Artik Penitentiary who have declared a hunger strike, have been isolated and are under the supervision of doctors, staff from the public relations department of the Penitentiary Service of the RA Ministry of Justice informed Epress.am.

The prisoners are complaining that Artik Penitentiary's administrative committee did not submit to the independent commission on their behalf a request for parole, replacing the remaining part of their sentence with a milder form of punishment.

According to the administrative committee's conclusion, the basis for refusing the prisoners was the results of the risk assessment were average, and the correction process hasn't had a positive course. 

"Also taken into account was the gravity of the offense, the average level of aggression and behavior exhibited while serving the sentence, and in the case of prisoners Artur Baghdasaryan and Karen Paytyan, also their previous penalties," reads the explanation by the Penitentiary Service. 

The three prisoners appealed the administrative committee's response at the Shirak District Court of First Instance, and on June 5, Armen Kirakosyan's complaint was rejected. The penitentiary's administrative committee's decision was deemed justified.
