NKR Recognition Bill Rejected in National Assembly

Today, the draft law on “Fundamental aspects of the Nagorno-Karabakh (Artsakh) and the Republic of Armenia’s political-military security”, presented by Heritage Party faction MP Zaruhi Postanjyan, was turned down in the National Assembly.

The legislation was voted for by 8 MPs; 5 MPs from the ARF-D, Zaruhi Postanjyan and Rubik Hakobyan voted from the Heritage Party, and Nikol Pashinyan from the Armenian National Congress (HAK) faction.  HAK MP Hrand Bagratyan abstained. All other MPs did not participate in the vote.

Before voting, Republican Party faction MP Artak Zakaryan stated that the recognition of NKR has been voted on 4 times in the National Assembly and every time the MPs are put in a complicated and confusing situation.

“One thing is clear, when the time comes for the necessity of this initiative, it must be an initiative of all 131 MPs and all 131 MPs must vote yes. Once again, our faction is not participating in the vote,” said the Republican Party MP.

Yesterday, the HAK and ARF-D justified their views against and for the bill in the National Assembly.

The Heritage Party’s suggestions in the draft law are:

1. Recognize NK/Artsakh as an independent state;

2. Exclude peacekeepers, customs checkpoints, or other structures from international organizations on the state borders between NK/Artsakh and the Republic of Armenia;

3. Exclude the deployment of troops from other states or international organizations on the republics of NK/Artsakh, Armenia, and Azerbaijan’s borders;

4. Exclude the Republic of Armenia’s membership to any entity that would danger the sovereignty and territorial integrity of NK/Artsakh and the Republic of Armenia.
