{"id":134329,"date":"2011-10-11T10:35:39","date_gmt":"2011-10-11T05:35:39","guid":{"rendered":"http:\/\/www.epress.am\/?p=134329"},"modified":"2011-10-11T10:41:04","modified_gmt":"2011-10-11T05:41:04","slug":"government-in-no-rush-to-resume-talks-with-opposition","status":"publish","type":"post","link":"https:\/\/epress.am\/en\/2011\/10\/11\/government-in-no-rush-to-resume-talks-with-opposition.html","title":{"rendered":"Government in No Rush to Resume Talks with Opposition"},"content":{"rendered":"<p>Armenia\u2019s governing coalition said on Monday that it will not ask for renewed negotiations with the Armenian National Congress (HAK) despite the end of nonstop demonstrations held by the opposition alliance, <span style=\"color: #000080;\"><strong><a href=\"http:\/\/www.azatutyun.am\/content\/article\/24355316.html\"><span style=\"color: #000080;\">RFE\/RL&#8217;s Armenian service reports<\/span><\/a><\/strong><\/span>.<\/p>\n<p>Davit Harutyunyan, the chief coalition negotiator (pictured), said the onus is on the HAK to restart the talks which it suspended in late August in protest against the controversial arrest of an opposition activist.<\/p>\n<p>HAK leader Levon Ter-Petrossian offered to resume the dialogue without any preconditions when his bloc set up a tent camp in Yerevan\u2019s Liberty Square on Sept. 30. Coalition representatives said this could happen only after the end of the \u201cillegal\u201d protests.<\/p>\n<p>HAK responded by stating that it would not agree to return to the negotiating table without a formal request from the Armenian authorities. Ter-Petrossian reaffirmed this condition as he called an end to the nonstop protests on Saturday.<\/p>\n<p>\u201cWe believe that there always exist important topics for discussion,\u201d Harutyunyan told RFE\/RL\u2019s Armenian service (Azatutyun.am). \u201cBut we are absolutely not going to request their discussion within the framework of the dialogue.\u201d<\/p>\n<p>\u201cA dialogue must reflect the conscious will and desire of two sides \u2026 I think that once the opposition realizes this we could again speak of dialogue. It would be premature to speak of that until that time,\u201d he said.<\/p>\n<p>Harutyunyan, who chairs the Armenian parliament\u2019s committee on legal affairs, also scoffed at Ter-Petrossian\u2019s remark that Armenian President Serzh Sargsyan\u2019s immediate resignation will be the HAK\u2019s \u201cmain slogan\u201d from now on.<\/p>\n<p>Delegations representing the two rival camps held six rounds of negotiations in July and August after Sargsyan made a number of concessions to HAK.
