It is now dangerous to begin any negotiations, if prior to starting them neither party has fresh ideas or proposals \u2014 primarily Azerbaijan and Russia. The well-known justification for the negotiation process \u2014 that negotiations in and of themselves are positive since they prevent war \u2014 no longer works.
