A deputy from Turkey’s main opposition party requested to be allowed to make a 12-hour speech during a debate in a Parliamentary commission over a draft law aimed at changing the duration of Turkey’s compulsory education to 12 years, the Hurriyet Daily News<\/span><\/a><\/span><\/strong> reported.<\/p>\n

Engin \u00d6zko\u00e7 from the Republican People’s Party (CHP) had said yesterday that he would speak for 12 hours at the commission if the bill that increased mandatory education from eight to 12 years with three tiers of four years each was not withdrawn to be debated in detail.<\/p>\n

\u00d6zko\u00e7 stayed true to his word, speaking for 12 hours non-stop at the commission, save for restroom breaks. The CHP deputy began speaking at 3:15 pm yesterday and finished his speech today at around 3:15 am, broadcaster NTV reported on its website.<\/p>\n

\u00d6zko\u00e7 did not have a speech prepared and read from booklets related to education that were prepared by nongovernmental organizations.<\/p>\n

Commission chair Nabi Avc\u0131 from the ruling Justice and Development Party (AKP) did not initially permit \u00d6zko\u00e7 to use the restroom when the deputy asked to do so but subsequently relented when \u00d6zko\u00e7 said he “would not be responsible for the consequences” if he was prevented from using the facilities.<\/p>\n

\u00d6zko\u00e7 did not consume anything other than water and fruit juice in his 12-hour speech, during which other CHP deputies in the commission asked long questions to allow \u00d6zko\u00e7 to take breathers. An ambulance and paramedics were also kept in front of the commission building, reports said.<\/p>\n

CHP deputy Muharrem \u0130nce asked Avc\u0131 to adjourn the meeting when \u00d6zko\u00e7 was eight hours into his speech but Avc\u0131 said \u00d6zko\u00e7 had to finish his address before the meeting could be declared adjourned. Avc\u0131 reportedly refused to give a dinner break either.<\/p>\n

Education Minister \u00d6mer Din\u00e7er joined the commission and listened to \u00d6zko\u00e7 for seven hours. Din\u00e7er reportedly told \u00d6zko\u00e7 that he was \u201cabusing his right to speak.\u201d<\/p>\n

The voice recorder in the commission chamber overheated after 11 hours and had to be turned off for 15 minutes to allow the device to cool off.<\/p>\n

Parliament’s National Education, Culture, Youth and Sports Commission continues to discuss the bill, which would divide 12 years of compulsory education into three levels and was submitted by the ruling Justice and Development Party (AK Party), Today’s Zaman<\/span><\/a><\/strong><\/span> reported.<\/p>\n

Currently, primary school is an eight-year, uninterrupted basic education that includes middle school, and therefore middle school is eliminated. If the bill becomes law, middle schools will be re-established with basic primary school education separated into two levels.<\/p>\n

Women’s rights group, some civil society organizations and opposition parties have harshly criticized the proposal, claiming it will clear the way for child labor and will strengthen the position of religious schools in the Turkish education system.<\/p>\n","protected":false},"excerpt":{"rendered":"
