{"id":240503,"date":"2013-10-03T15:15:00","date_gmt":"2013-10-03T11:15:00","guid":{"rendered":"http:\/\/www.epress.am\/?p=240503"},"modified":"2013-10-03T15:23:48","modified_gmt":"2013-10-03T11:23:48","slug":"opposition-mp-to-be-removed-from-pace-armenian-delegation-implies-parliamentary-chair","status":"publish","type":"post","link":"https:\/\/epress.am\/en\/2013\/10\/03\/opposition-mp-to-be-removed-from-pace-armenian-delegation-implies-parliamentary-chair.html","title":{"rendered":"Opposition MP to be Removed from PACE Armenian Delegation, Implies Parliamentary Chair"},"content":{"rendered":"<p>\n\t<span style=\"line-height: 1.6em;\">&quot;Considering MP Zaruhi Postanjyan&#39;s behavior at PACE [Parliamentary Assembly of the Council of Europe] yesterday and based on the <strong><a href=\"http:\/\/www.parliament.am\/legislation.php?sel=show&amp;ID=38&amp;lang=eng\"><span style=\"color:#000080;\">Rules of Procedure of the National Assembly<\/span><\/a><\/strong>, I declare that I consulted with National Assembly factions and I intend to make a change in the composition of Armenia&#39;s delegation to PACE,&quot; said National Assembly President Hovik Abrahamyan at the start of the parliamentary session.<\/span>\n<\/p>\n<p>\n\tRecall, after Armenian President Serzh Sargsyan&#39;s speech at PACE, <strong><a href=\"http:\/\/www.epress.am\/en\/2013\/10\/02\/armenian-president-at-pace-i-do-not-gamble-in-casinos.html\"><span style=\"color:#000080;\">Postanjyan asked him<\/span><\/a><\/strong> whether he lost 70 million euros at a European casino recently.\n<\/p>\n<p>\n\tThe parliamentary chair, in his announcement, opined that the guarantee to the right to freely express one&#39;s political views is one of the cornerstones of democracy; however, it is, by nature, not an absolute right.\n<\/p>\n<p>\n\t&quot;Article 66 of the RA Constitution provides that a parliamentary deputy&#39;s right to freely express her opinion is limited to the inadmissibility of insult and slander. That is, this right is limited when its application strays from its real purpose &mdash; that to free political debate.
