According to Manukyan, the Vorotan debt became known only after he contacted the general prosecutor about the sale of the hydro complex.&nbsp;\n<\/p>\n<p>\n\t&quot;There are two main <a href=\"http:\/\/www.epress.am\/en\/2014\/06\/10\/4-violations-in-sale-of-vorotan-hydro-power-plants-says-aram-manukyan.html\"><span style=\"color:#0000CD;\"><strong>violations in the Vorotan issue<\/strong><\/span><\/a>. The transaction for sale is contrary to the laws of Armenia, since&nbsp;<span style=\"line-height: 1.6em;\">such a strategic object cannot be sold. Second, it is sold at a price significantly below cost.
