{"id":266283,"date":"2015-06-25T10:28:04","date_gmt":"2015-06-25T06:28:04","guid":{"rendered":"http:\/\/www.epress.am\/?p=266283"},"modified":"2015-06-25T10:34:07","modified_gmt":"2015-06-25T06:34:07","slug":"266283","status":"publish","type":"post","link":"https:\/\/epress.am\/en\/2015\/06\/25\/266283.html","title":{"rendered":"Those Responsible for Violent Dispersal of Peaceful Protest in Yerevan Should Be Held Accountable by Authorities: HRW"},"content":{"rendered":"<p>\n\t<span style=\"line-height: 1.6em;\">Police in Armenia <a href=\"http:\/\/www.epress.am\/en\/2015\/06\/23\/armenian-police-use-excessive-force-and-special-means-against-protesters-outside-presidential-residence.html\"><span style=\"color:#0000FF;\">used force to disperse<\/span><\/a> a largely peaceful protest on June 23, 2015, raising concerns about potential human rights violations, <a href=\"http:\/\/www.hrw.org\/news\/2015\/06\/24\/armenia-police-violence-against-protesters-journalists\"><span style=\"color:#0000FF;\">Human Rights Watch<\/span><\/a> said on Wednesday, June 24.<\/span>\n<\/p>\n<p>\n\tThe organization urged Armenian authorities to immediately open a thorough and impartial investigation to determine whether the force used was lawful and proportionate, and if not, ensure accountability for those responsible for use of excessive force. [Authorities] should investigate all allegations of beatings, unlawful destruction of journalists&rsquo; equipment, and <a href=\"http:\/\/www.epress.am\/en\/2015\/06\/23\/mass-arrests-in-armenian-capital-accompanied-by-police-profanity-and-harassment-video.html\"><span style=\"color:#0000FF;\">arbitrary detention of journalists<\/span><\/a> covering the protests. The investigation should also examine the circumstances in which water cannons were deployed, such as what warnings were given to protesters and operational instructions on targeting of water jets.&nbsp;\n<\/p>\n<p>\n\t&ldquo;Even if the Yerevan demonstration was unauthorized, nothing can justify <a href=\"http:\/\/www.epress.am\/en\/2015\/06\/23\/armenian-demonstrators-beaten-chased-and-detained-police-clear-protest-site-in-yerevan-video.html\"><span style=\"color:#0000FF;\">physical attacks<\/span><\/a> on largely peaceful demonstrators and journalists covering the protests,&rdquo; said Giorgi Gogia, senior South Caucasus researcher at Human Right Watch. &ldquo;Police responsible for beating protesters and interfering with the work of journalists should be held to account.&rdquo;\n<\/p>\n<p>\n\tOn June 19, demonstrators began <a href=\"http:\/\/www.epress.am\/en\/?p=266054\"><span style=\"color:#0000FF;\">round-the-clock protests<\/span><\/a> in Yerevan, the capital, against plans by the national electricity company to <a href=\"http:\/\/www.epress.am\/en\/2015\/06\/17\/armenian-protesters-throw-eggs-at-psrc-office-after-commission-decides-to-increase-electricity-tariff-by-nealy-7-drams.html\"><span style=\"color:#0000FF;\">raise electricity prices<\/span><\/a> for the third time in three years. Hundreds of young people joined the protests, which took place on central Liberty Square, organized by the non-partisan, non-political group, &ldquo;No To Plunder.&rdquo;\n<\/p>\n<p>\n\tOn June 22 hundreds of the demonstrators <a href=\"http:\/\/www.epress.am\/en\/2015\/06\/22\/armenian-police-block-march-towards-presidential-palace-as-citizens-march-against-hike-in-electricity-tariff.html\"><span style=\"color:#0000FF;\">marched toward the presidential palace<\/span><\/a>. When the police blocked them, they sat down on Marshal Baghramyan Avenue, one of Yerevan&rsquo;s main thoroughfares. Early on June 23, the authorities warned protesters that the gathering was unsanctioned and told them to clear the street. The police warned that if the protesters did not cooperate, the police would use &ldquo;special means&rdquo; to disperse them. Soon thereafter police forcibly dispersed the crowd.\n<\/p>\n<p>\n\tOn the evening of June 23, <a href=\"http:\/\/www.epress.am\/en\/2015\/06\/24\/armenian-protesters-regroup-at-protest-site-after-violent-dispersal-and-mass-arrests.html\"><span style=\"color:#0000FF;\">several thousand people gathered<\/span><\/a> at the site of the dispersed protest, to demonstrate against the police use of force.
