Only 12 parliamentarians &ndash; representatives of Heritage and ARF &ndash; Dashnaktsutyun factions &#8211; voted Monday in favor of including the bill in the agenda, while the majority of the MPs refrained from participating in the voting.\n<\/p>\n<p>\n\tThe bill was not backed by National Assembly&#39;s Foreign Relations Committee either, with the majority of the committee &ndash; 6 lawmakers &#8211; failing earlier this morning to take part in the voting.
