{"id":279854,"date":"2017-04-03T16:32:02","date_gmt":"2017-04-03T12:32:02","guid":{"rendered":"http:\/\/epress.am\/?p=279854"},"modified":"2017-04-03T16:32:02","modified_gmt":"2017-04-03T12:32:02","slug":"mass-fraud-voting-irregularities-in-armenian-parliamentary-elections-observer-mission-says","status":"publish","type":"post","link":"https:\/\/epress.am\/en\/2017\/04\/03\/mass-fraud-voting-irregularities-in-armenian-parliamentary-elections-observer-mission-says.html","title":{"rendered":"Mass Fraud, Voting Irregularities in Armenian Parliamentary Elections, Observer Mission Says"},"content":{"rendered":"<p><a href=\"http:\/\/epress.am\/wp-content\/uploads\/2017\/04\/poll.jpg\"><img loading=\"lazy\" class=\"alignnone size-full wp-image-279845\" src=\"http:\/\/epress.am\/wp-content\/uploads\/2017\/04\/poll.jpg\" alt=\"\" width=\"600\" height=\"400\" \/><\/a><\/p>\n<p>In the course of <strong><span style=\"color: #003366;\"><a style=\"color: #003366;\" href=\"http:\/\/epress.am\/en\/2017\/04\/03\/ruling-party-wins-armenian-parliamentary-elections-with-nearly-50-of-votes.html\">Sunday&#8217;s parliamentary elections<\/a><\/span><\/strong> in Armenia, 3 122 independent and impartial observers of the local Citizen Observer monitoring mission recorded a total of 1918 voting irregularities at 1521 polling stations that are currently being looked into.<\/p>\n<p><em>Below is Citizen Observer&#8217;s statement summing up its findings:<\/em><\/p>\n<p>Violations throughout the day (07:00-20:00)<\/p>\n<p>Total number of irregularities \u2013<strong> 471<\/strong><\/p>\n<p>Violation of the rights of observers, media representatives, proxies or visitors &#8211; <strong>47<\/strong><\/p>\n<p>Technical equipment failures &#8211; <strong>184<\/strong><\/p>\n<p>Presence of unauthorized persons &#8211; <strong>88<\/strong><\/p>\n<p>Pressure and violence \u2013 <strong>16<\/strong><\/p>\n<p>Congestion (of people and cars) &#8211;<strong> 136<\/strong><\/p>\n<p><em>Preparation (07:00-08:00)<\/em><\/p>\n<p>Total number of irregularities \u2013 <strong>300<\/strong><\/p>\n<p>Irregularities in the conduct of the precinct commission &#8211; <strong>49<\/strong><\/p>\n<p>Incorrect voting room logistics &#8211; <strong>163<\/strong><\/p>\n<p>Availability of propaganda materials &#8211; <strong>19<\/strong><\/p>\n<p>Problems with voting items &#8211; <strong>8<\/strong><\/p>\n<p>Other &#8211; <strong>61<\/strong><\/p>\n<p><em>Voting process (08:00-20:00)<\/em><\/p>\n<p>Total number of irregularities &#8211; <strong>1147<\/strong><\/p>\n<p>Irregularities in the conduct of the precinct commission &#8211; <strong>54<\/strong><\/p>\n<p>Problems with confirmation\/registration of a person&#8217;s identity &#8211; <strong>121<\/strong><\/p>\n<p>Violations or attempts to violate the secrecy of voting &#8211; <strong>243<\/strong><\/p>\n<p>Violations of the procedure for rendering assistance to a voter &#8211; <strong>116<\/strong><\/p>\n<p>Instances of taking out or bringing in voting items &#8211; <strong>77<\/strong><\/p>\n<p>Distribution or promise of election bribes &#8211; <strong>5<\/strong><\/p>\n<p>Cases of propaganda or anti-propaganda &#8211; <strong>26<\/strong><\/p>\n<p>Voter tampering &#8211; <strong>178<\/strong><\/p>\n<p>Repeated voting or voting instead of another person &#8211; <strong>77<\/strong><\/p>\n<p>Violations of the right to vote &#8211; <strong>13<\/strong><\/p>\n<p>Other &#8211; <strong>237<\/strong><\/p>\n<p>Summing up the currently available data, the Citizen Observer initiative identifies the following issues and therefore insists that the issue of public confidence in elections remains unresolved:<\/p>\n<p>1. Controlled and open voting;<\/p>\n<p>2. Voter bribery;<\/p>\n<p>3. Accumulation of people, confusion;<\/p>\n<p>4. Poor-quality election commission work;<\/p>\n<p>5. Failure of technical innovations;<\/p>\n<p>6. Partial inaction of police at polling stations;<\/p>\n<p>7.
