With the resolution it put forth to the UN, Azerbaijan is attempting to strengthen its attack and this time to capture the world’s attention on the so-called “occupied territories,” said Armenian National Congress (HAK) co-ordinator Levon Zurabyan.\u00a0<\/p>\n

Seeing the inability of Armenia’s Ministry of Foreign Affairs and the ruling authorities, HAK is putting forth a draft resolution which, in Zurabyan’s words, “in the case of the presence of competent authorities in Armenia” would’ve been possible to present at the UN General Assembly.\u00a0<\/p>\n
<\/p>\n
The resolution, in particular, makes references to numerous international norms that prohibit the use of force. Also, a number of documents are cited, which, according to Zurabyan, the authorities have forgotten about; the Dec. 6, 1994 Budapest Summit Declaration, for instance (in which the CSCE became an organization and changed its name to the Organisation for Security and Cooperation in Europe, OSCE).\u00a0<\/p>\n
<\/p>\n
According to Zurabyan, the HAK resolution doesn’t predetermine Armenia’s victory, but at least it provides an opportunity to fight in international organizations.<\/p>\n
