Heritage Party submitted a request to Yerevan, Gyumri and Vanadzor city halls to hold a “march” of motor vehicles on Dec. 21 at 4 pm in these cities to protest a recent government decision on mandatory insurance for motor vehicles (APPA), said Heritage Party parliamentary faction member Armen Martirosyan, while speaking to journalists in Yerevan today. <\/p>\n

Fully endorsing the idea of compulsory insurance, however, the Heritage Party is opposed to the deadline, the member of parliament said. Martirosyan said the party aims to overturn the law on the deadline. <\/p>\n

“In this time of crisis, when the government constantly talks about the lack of funds, I believe that government members should understand funds are lacking for citizens too,” he said. According to the new law, all owners of motor vehicles are required to obtain insurance beginning on Jan. 1, 2011.<\/p>\n

According to Martirosyan, the RA Constitution clearly states that mandatory payments must be defined by law; however, in this case, the price is fixed not by the law, but by the bureau, which , in turn, is approved by the Central Bank of Armenia. <\/p>\n

“A number of other articles are also unconstitutional: motor vehicles being insured or not shouldn’t have any connection with purchasing or acquiring motor vehicles,” said Martirosyan. <\/p>\n

Another press conference participant, Heritage Party Secretary, MP Larisa Alaverdyan, in turn, said that the government was too quick to issue mandatory insurance. <\/p>\n
