Hope is a flame that quickly extinguishes when it comes to Karabakh, said European Policy Center analyst Amanda Paul in an interview with Baku-based 1news.az. The fact that leaders of Armenia and Azerbaijan failed to meet in Astana, in her opinion, has great symbolic significance. <\/p>\n

Paul believes that the risk of a complete failure in the negotiating process today is very high. She doesn’t believe that “Nagorno-Karabakh will become an independent state.”<\/p>\n

“There are many models that would allow Karabakh to remain a part of Azerbaijan, but at the same time securing a certain degree of independent existence for those who live in the area. The international community has to be more creative and useful in this regard,” she said.<\/p>\n
