Law on Requesting Rally Changed: Yerevan City Hall Annulled Last Opposition Request

The Armenian National Congress (HAK) submitted a new request to Yerevan City Hall for a rally and march on May 31 at Liberty Square, since the request for a rally and march on May 11 was annulled.

According to the municipality, the request didn’t correspond to the new laws, HAK representative Tigran Arakelyan told Epress.am. According to the new law, said Arakelyan, the term “rally” has changed to “gathering” and new requirements have been introduced. In particular, the number expected to attend the “gathering,” as well as its aim, the technical means and objects to be used have to be included in the request.

“Furthermore, according to the new law, the submitted claim won’t be discussed in the presence of the parties; rather, the authoritative body, city hall, will discuss and make the decision alone,” said Arakelyan.

Note, this new law was put into effect on May 3 of this year. It also notes that the submitted claim will be discussed in a 120-hour period instead of the previous 72-hour period.
