Armenian Helsinki Association Observer Dies

Early morning on August 10, Armenia’s Helsinki Association observer Arshaluys Hakobyan died while in Canada. The unconfirmed cause of death is pneumonia. Hakobyan had gone to Canada from Armenia a few months ago to visit his ill father.

Last year, Hakobyan was charged with Part 1 of Article 316 of Armenia’s Criminal Code (use of violence against representative of state). He was arrested in the beginning of July 2009 and spent 4 months in prison. Many believed the real reason for his arrest was because he raised the alarm on violations during the 2009 council elections in Yerevan. He was acquitted in February of this year.

Hakobyan is survived by his wife and two young children.
