Baku considers Astrakhan’s humanitarian declaration to be a good basis for resolving issues related to returning POWs in the future, said Novruz Mammadov, the head of the Foreign Relations Department of Azerbaijan’s Presidential Administration, report Azerbaijani media.
Mammadov called signing the agreement on exchange of prisoners of war and the return of the dead bodies as a significant event of the talks between the presidents of Azerbaijan, Armenia and Russia in Astrakhan a few days ago.
According to him, the Astrakhan talks “were difficult,” though they were “a step forward” in the negotiating process.
“Both sides are taking at least small steps,” he said.
