“The staff changes taking place among the mayor’s and ruling elite are simply an imitation,” said former Yerevan mayor Vahagn Khachatryan.
According to him, if the political system has remained the same, then a new mayor or new ministers won’t change anything.
“A government that steals will remain a government that steals, whoever it may be, the name is not important; whoever works in this system is a part of the criminal state, he cannot remain outside of this entire system. Whether it’ll be good or bad will make no difference; we, Yerevan residents, won’t feel it; it’s just that they’ll steal more from our pockets,” said Khachatryan, who was the mayor of the Armenian capital between 1992–1996.
