A letter by Armenia’s Permanent Representative at the United Nations, Ambassador Karen Nazaryan addressed to UN Secretary-General Ban Ki-moon has been circulated in the UN on Jul. 18 as an official UN document.
Drawing Ban Ki-moon’s attention to the violation of ceasefire along the line of contact by Azerbaijan’s armed forces in June, the Armenian ambassador notes that such actions contradict the negotiations taking place under the auspices of the OSCE Minsk Group and all previous statements by the leaders of the co-chair countries, as well as the UN Charter and Helskinki Final Act.
In the letter, Nazaryan expresses concern that Azerbaijan’s authorities are carrying out anti-Armenian propaganda, which is “becoming an inseparable part of Azerbaijan’s foreign policy.”
Nazaryan further notes that such actions by Azerbaijan’s leadership clearly breach this country’s commitments to refrain from aggression and war propaganda noted in fundamental international documents, including those adopted by the UN, OSCE and the Council of Europe.
The letter also mentions that Armenia is committed to continuing negotiations on the Nagorno-Karabakh conflict under the auspices of the OSCE Minsk Group, and the time has come for Azerbaijan “to realize that it has to put an end to hindering the mediators’ work and instead of disseminating unsubstantiated and insulting information, it should focus on the negotiations process.”
