A declaration outlining the legal grounds to unseat Armenian President Serzh Sargsyan will most likely be approved at the Nov. 25 Armenian National Congress (HAK) rally, said HAK representative Levon Zurabyan in a televised interview today.
“This means that we will establish which are the grounds for Serzh Sargysan’s dismissal, impeachment and ousting and having this basis we are going to go down two parallel paths toward obliging Serzh Sargsyan’s resignation. First, direct pressure from the people; this means that hundreds of thousands of people have to take to the streets, make the situation absolutely uncontrollable for this regime and the regime to realize that there is no other possibility other than to surrender power,” he said.
Asked by interviewer Nver Mnatsakanyan whether the opposition is going to “move to shock,” Zurabyan said that the aforementioned are not “shocks”, since HAK manages its rallies quite well and “the people are going to act within the framework of the Constitution.” The coordinator of HAK’s day-to-day affairs then noted the second “parallel path”:
“It will be the path to dismissal; that is, there is a path toward dismissal defined by the Constitution. The National Assembly institutes the question and after the corresponding legal process, the president is sacked. Through pressure from the people, we are also going to want to get the issue to this state so that the National Assembly raises this issue. If this is unsuccessful for this National Assembly, or we are unable to get Serzh Sargsyan’s resignation before the regular elections, then the regular elections will become a referendum — to express no confidence to Serzh Sargsyan. That is, the nail of our plan will become Serzh Sargsyan’s dismissal.”
