Shortfall in 15-17 Year-Olds One Month Before National Referendum in Armenia

Armenia's Police has published the total number of Armenians who are listed on the country's electoral register and are thus eligible to vote in the December 6 referendum on the draft constitutional amendments. One month before the voting day, the total number of people entitled to participate in the referendum is 2,554,332.

Local iLur.am news outlet has analyzed the released data, coming to the conclusion that there are practically no 15-17 year-olds in Armenia. Based on National Statistical Service (NSS) data, estimated resident population (ERP) of Armenia in 2015 was 3,010,600 people. The Police's released electoral register included only citizens eligible to vote, i.e., people over 18 years old.

According to the same official NSS data, in 2015 persons aged from 0 to 14 years accounted for 19,4 percent (584 thousand 56 people) of the total population. “We subtract the over 18 year-olds and those who are aged from 0 to 14 years from the number of resident population presented by the NSS to get (minus) 127, 788. 

“Moreover, as stated by NSS, the 19,4% of their presented total number is 582,600; however, even in this case we still get a deficit.

“Meanwhile, notice that we still need to find out what the number of Armenia's 15-17 year-olds is. But we can no longer do this, since after [the above-mentioned subtraction] there are 'no figures left' for 15-17 year-olds,” iLur writes.
