Heritage Party board member, journalist Hrayr Manukyan (pictured), whom a National Security Service employee tried recently to recruit to act as an informer, submitted a notice about a crime to RA Prosecutor General Gevorg Kostanyan and RA Human Rights Defender Karen Andreasyan.
"In June 2014, an individual who introduced himself as Vlad Hakobyan, acting as an employee of the National Security Service of the Republic of Armenia, made an offer to me, Hrayr Manukyan, to cooperate with the RA NSS.
"As a response to my refusal, he threatened me, as well as negative consequences connected to my and the Heritage Party's political and business activity.
"Vlad Hakobyan is a friend of RA Minister of Science and Education Armen Ashotyan's advisor Narek Araksman-Manukyan, who introduced me to Vlad Hakobyan, presenting him as a RA NSS employee during our meeting at a cafe.
"Vlad Hakobyan, regardless of the fact that I already once refused the offer to cooperate with the RA NSS, insisted I meet with him again. That meeting took place on June 30, 2014, during which time I recorded our conversation with him, which was published by various news media outlets and the audio recording of which I attach to this notice.
"Therefore, taking into account the above, I ask that you process this report about a crime as defined by law," wrote Manukyan.
